Charters and payments are due in the Council Service Center by Friday, December 8, 2023.

Internet Rechartering will be done the same way it was done for the 2023 recharter.

Units who submit their charters online AND payment to the Council Service Center by December 8th will receive a refund of the $100 charter processing fee to their Scout Shop unit account. Refunds will be added to the accounts in January when charters are posted.

    There are a few important notes.

Re-charter is done through Internet Advancement 2.0 at https://advancements.scouting.org/login. 

Log in will be the same as your current My.Scouting.org log in. 

Only the Key 3 and the COR delegate will have access to the re-charter portal.

  • The chartered organization representative delegate (COR delegate) is assigned by the chartered organization representative.
  • The Key 3 consists of your chartered organization representative, your committee chairperson, and your unit leader (scoutmaster, cubmaster, skipper, venture crew advisor, and explorer post advisor). The chartered organization representative delegate (COR delegate) is assigned by the chartered organization representative

To assign a COR delegate, your chartered organization representative would:

    1. log into https://my.scouting.org
    2. Click ‘Menu’
    3. Click the unit
    4. Click ‘Organization Manager’
    5. Click ‘Position Manager’
    6. Select ‘Functional Roles’
    7. Click the ‘Add +’ sign in the COR Delegate field
      • You will only be able to name one person as the COR delegate.
      • You will only be able to select a person that is in a registered position with your unit.

When your bring your payment to the Council Service Center or Scout Shop, there are a few things we’ll need you to bring with you.

    1. The summary page of your charter
    2. The fee calculator
    3. A copy of the unit roster
    4. 2024 Re-charter payment

If someone is joining your unit after October 1st  and is doing so through BeAScout.org they will be registered for one full year beginning the month they registered. When you open the re-charter portal, refresh your roster and you’ll see them on the charter with a $0 balance due. This is also true for those members who join online after you’ve submitted your charter. So, please recommend to everyone joining this fall to do so through www.BeAScout.org. This goes a long way to help protect those late registrations from getting missed on renewal.

Units that share their organization with other units also share their executive officer and their charter organization representative. Please discuss this with your shared units. This is a very common error and delays the posting if both units don’t match.

Youth Protection Training
It is a good idea to regularly check up on your adult leaders and their youth protection training status. YPT expires every 2 years. You can view your training report in the Training Manager through My.Scouting.org.

Who needs to take YPT?
Short answer is anyone 18 and older.

This includes all adults, unit participants, college scouter reserves, venture participants and explorer participants. If any of your members are updating their training to be renewed for 2024 please upload their certificates to the charter renewal portal. You’ll find instructions on how to do this in the Internet Rechartering 2.0 User Guide posted on the side panel. Anyone whose youth protection has expired or expires prior to January 1st will be temporarily dropped to post the charter. If that person happens to be a member of your key 3, your charter will be put on hold until we receive their YPT certificate.

Additional Disclosures & Background Check Authorization Form click here
In the Fall of 2019, the national office updated their Additional Disclosures & Background Check Authorization form. Anyone 18 and older must have a current form on file. This includes all adults, all unit participants, college scouter reserves, venture participants, and explorer participants.

The Annual Unit Charter Agreement for traditional units found here: The Annual Unit Charter Agreement. This must be signed by committee chairperson, the charter representative, and the executive officer (institutional head).
