Welcome to our Monday message. When we began this communication with you back in March, we never anticipated it going this long. However as we continue to plan for upcoming Scouting activities, we have appreciated the positive response to our messages and everyone’s continued patience in returning to the things we enjoy, especially Scouting!

March 11, 2020 – UPDATE
Patriots’ Path Council Volunteers and Families:
March is well underway, and we are all looking forward to the spring. Signs are encouraging that we will be able to continue our Scouting program in more traditional ways very soon. Please read through our updates on gathering limits, and our spring and summer programs so that your Scouts don’t miss out on any of the fun. Looking forward to sharing more good news as things continue to improve and looking forward to seeing everyone at camp!
Unit Meetings:
Our Scouts have remained active during the winter, which has been an inspiration to see. As your unit makes plans for the spring months, we would like to remind everyone to follow the BSA’s “Restart Scouting Checklist” before meeting or having an activity by clicking here: BSA Restart Checklist
On Friday March 19, 2021, indoor gathering limits will increase to a maximum of 25 people and outdoor gathering limits will increase to a maximum of 50 people.
Units are required to follow all state and federal guidelines, including washing hands, wearing masks, and respecting social distancing.
Summer Camping:
As you have hopefully heard, the Governors (New Jersey and New York) have announced that summer Day Camps and Resident Camps are a go for all our properties. Our volunteers and staff are hard at work developing programs and procedures that will ensure a fun and safe experience for your unit or individual Scout.

Campsites and cabins will be assigned by the camp to ensure social distancing. Preferences for campsites and cabins will be honored when possible. Our Scout shops and council service center remain key components to our continued operations, and we are proud of the precautions our staff and customers have taken to ensure a safe visit. For the month of December, we will maintain regular hours (listed at bottom) with the following exceptions:
–     Friday, December 11 – We will close at noon.
–     Thursday, December 24 and Friday, December 25 – We will be closed for Christmas.
–     Friday, January 1 – We will be closed for New Year’s Day.

January Klondike Derbies:
Our Klondike Derbies will again be a staple of winter program for our Scouts BSA units, but they will need to be day events for 2021. We are currently working with the appropriate health departments to determine the capacities and distancing each department would be satisfied with (January-March), so please stay tuned for more information.

BSA Bankruptcy Noticing Campaign:
As many volunteers and families know, the BSA has filed for Chapter 11 bankruptcy protection in order to address abuse allegations that for Patriots’ Path Council predate 1980. As the BSA goes through this court supervised procedure, there will be a mandatory noticing campaign, thus advertising will be even more intense in September and October.
As we promote Scouting in our community, some people may have questions about our youth protection policies and how we keep kids safe. Each question is an opportunity to shed light on the important policies and procedures we have put in place that make Scouting safer than ever before.
It is important to emphasize that the safety of children in our programs is our absolute top priority. That’s precisely why, over many years, the BSA has developed some of the strongest expert-informed youth protection policies found in any youth-serving organization.
If you are a volunteer, you’ve taken Youth Protection Training, undergone a criminal background check, and play an integral role in the BSA’s commitment to keep kids safe. At Patriots’ Path Council, and at all councils across America, adhering to and upholding these policies is a duty we take very seriously. We encourage you to view and share this video and this infographic about the BSA’s youth protection measures and resources that make Scouting safer than ever before.

Member Care:
As of September 1, 2020, the Boy Scouts of America will no longer operate its Member Care Call Center and will be shifting this responsibility to Patriots’ Path Council. We can be reached Monday through Friday from 9 a.m. to 5 p.m. at 973-765-9322. Please be patient as our employees learn to navigate through these new responsibilities.
Typical functions the BSA performed were:
  • Member ID resets, which can be handled through the “Manage Member ID” tool in My.Scouting, or if that fails by calling us.
  • Scoutbook questions that can be addressed by visiting https://discussions.scouting.org/categories, where the Scoutbook User Advisory Council can answer a wide range of questions about functionality and troubleshooting.
And of course, anything a volunteer needs from Scouting will be happily handled by Patriots’ Path Council.

We appreciate everyone’s patience and continued participation with Scouting. The volunteers and staff of Patriots’ Path Council have been continuing to create program opportunities to serve our Scouts during this challenging time.

Camping:
  • Cub Scout Day Camps have been going great at Camp Wheeler and are set to launch at Watchung Reservation. There are still a few spots left in our upcoming sessions, so please consider registering today at https://www.ppccubscoutcamps.org/
  • PPC Outdoor Academy has been a great success with more than 1,200 Scouts BSA members taking one or more merit badges. PPC Outdoor Academy provides a full catalog of merit badges, with limited seats available for our final two sessions. You can still register your Scout at: https://www.ppcoutdooracademy.org/home
  • Day programs are available during the weekday and weekend at Mt. Allamuchy Scout Reservation. Troops can participate in programs such as shooting sports, scoutcraft and backwoods engineering, as well as fishing and boating. Troop can also design their own program. Packs and dens can participate in various programs offered or design their own program.   • Take a break from the long hours of sitting indoors at the computer and get outdoors this summer for family camping weekends at Winnebago Scout Reservation. Explore hiking trails around camp, spend an afternoon fishing, and make lifelong memories around the campfire. For less than $10 a person, the whole family can enjoy all the outdoors has to offer while following the New Jersey state guidelines of social distancing. June 29, 2020 – UPDATE
Patriots’ Path Council Volunteers and Families:
As things continue to evolve, we wanted to keep everyone updated.
Scout Shops and Service Center :
  • Our Scout Shops reopened on June 22nd and are operating on summer hours as noted below. Customers will be limited to five (5) people at one time, so with continued cooperation and patience we do not anticipate having to move to an appointment system.
  • Our staff team returned to the Cedar Knolls service center on June 22nd  and like our Scout Shops, we do not anticipate having to move to an appointment system. Council and district meetings at the Cedar Knolls service center will resume in September.
Camping:
  • We are working with officials to potentially offer day access and limited family camping at Mt. Allamuchy Scout Reservation and Winnebago Scout Reservation after July 6th . Please stay tuned as we work on these opportunities for your unit and family.
  • The New Jersey Health Department has not issued guidelines for overnight camping for youth camps. We did seek an interpretation from the health department for overnight camping and were reminded that “with the state’s current policy: All youth camps are prohibited from engaging in off-site activities, full-contact sports and providing resident or overnight camp activities.” While we wish we could share better news with everyone, we all need to remain in compliance with New Jersey rules and regulations until further notice. In summary, units are not permitted to camp overnight in the State of New Jersey until further notice.
  • Cub Day Camps are being offered at Wheeler and Watchung Mountain beginning July 6th . There is still some room in our programs, so please consider registering today.
  • PPC Outdoor Academy has been launched and nearly 1,000 Scouts have signed up for one or more merit badges. PPC Outdoor Academy provides a full catalog of merit badges to be offered throughout the summer at https://www.ppcoutdooracademy.org/home

June 12, 2020 – UPDATE
Patriots’ Path Council Volunteers and Families:
With Gov. Phil Murphy’s announcement this week that included the lifting of the stay-at-home order and the state’s multiphase reopening, we are pleased to share the Patriots’ Path Council’s plans for getting back to Scouting.
Unit Meetings :
·        Aligned with the state’s plan to enter Phase 2 on June 15, 2020, we are pleased to announce that Scouting units may begin meeting outdoors in groups of no more than 100 people. Units are required to follow all s tate and federal safeguarding guidelines, including washing hands, wearing masks, and respecting social distancing.
·        Aligned with the state’s plan to enter Phase 2 on June 15, 2020, we are pleased to announce that Scouting units may begin having indoor meetings. While we encourage our units to meet outdoors, for indoor meetings we are requiring our units to follow the state’s plan that restricts gatherings to 50 people or 25% of a building’s capacity – whichever is lower. Units are required to follow all state and federal safeguarding guidelines, including washing hands, wearing masks, and respecting social distancing. Units must consult with their chartered organization representative to ensure that their meeting plans are in compliance with any restrictions and guidelines of their chartered organization.
Scout Shops and Service Center :
·        Our Scout Shops will continue curbside service until Monday, June 22, 2020, when we will begin our summer schedule of hours and welcome customers into our shops. Customers will be limited to five (5) people at one time, but with a little cooperation and patience we do not anticipate having to move to an appointment system. Please see below for summer hours.
·        Our staff team will return to the Cedar Knolls service center throughout the week of June 15 and will be able to resume our normal business hours of Monday through Friday from 9 a.m. to 5 p.m. on June 22, 2020. Like our Scout Shops, we do not anticipate having to move to an appointment system. Council and district meetings at the Cedar Knolls service center will resume in September.
Camping:
·        We anticipate offering day access to our camps on July 6, 2020, per executive order that allows youth camps to open beginning on that date.
·        The New Jersey Health Department has not issued guidelines for overnight camping for youth camps, but as soon as it does, we will let everyone know so that we can get our units camping soon.
·        Cub Day Camps will be offered at Wheeler and Watchung Mountain beginning July 6, 2020. Deadline for registration is Thursday, June 18, 2020.
·        PPC Outdoor Academy has been launched and more than 600 Scouts have signed up for one or more merit badges. PPC Outdoor Academy provides a full catalog of merit badges to be offered throughout the summer at https://www.ppcoutdooracademy.org/home
·        Unfortunately, Scouts BSA resident camp at Winnebago Scout Reservation will not be offered based on Gov. Murphy not lifting the restriction allowing for youth camps to have resident programs.

June 8, 2020 – UPDATE
Patriots’ Path Council Volunteers and Families:
With the State continuing its phased re-opening, Patriots’ Path Council is also making plans by preparing “Standard Operating Procedures” that are consistent with state and federal requirements. These procedures are being developed for our service center, camps, district events, council events and our units to adhere to during scouting events and activities.
We have come to understand that some of our units are unofficially gathering together outdoors. A basic precept of Scouting is participating in citizenship and although we appreciate the enthusiasm, we want to remind everyone that we are under a state of emergency and should be continuing to utilize digital platforms to meet and interact for the time being.
Provided the state of emergency is lifted on June 15 th the Patriots’ Path Council will permit outdoor meetings that follow all S tate and Federal safeguarding guidelines including washing hands, wearing masks and respecting social distancing for group sizes which currently cannot exceed 25. We will follow up with our “Monday Message” on June 15 th with an update.
Please also understand that the New Jersey Health Department has not issued guidelines for youth overnight camping but as soon as they do, we will let everyone know so that we can all get our units camping soon. Stay tuned for what we all hope will be great news for our Scouts!
Scout Shops 
Beginning today, June 8, the Cedar Knolls and Mountainside Scout shops will be open alternate days and reduced hours to accommodate curbside pick-up of your Scouting supplies. Cedar Knolls will be open Mondays, Wednesdays and Fridays from 10 a.m. to 3 p.m., and Mountainside will be open Tuesdays and Thursdays from 10 a.m. to 3 p.m. To prevent a delay in pick-up, please be sure to pre-order your supplies by emailing [email protected] or by calling Steve Beirach at 973-765-9322, ext. 233, the evening before pick-up.

Patriots’ Path Council Volunteers and Families:

With the State continuing its phased reopening plan, Patriots’ Path Council is also making plans by preparing “Standard Operating Procedures” that are consistent with New Jersey’s requirements and recommendations. May 4, 2020 – UPDATE
In lieu of our Tradeshow of #ScoutingForward, scheduled for June 1 at 7 p.m., Patriots’ Path Council will be hosting a Town Hall Meeting/Webinar that is open to all leaders and parents. A formal invitation and registration link will be sent over the next few days, but in the meantime please consider joining us to find out up-to-the-minute updates on our summer adventures as well as program planning for this fall and beyond.
Boy Scouts of America National “Camp-In”
This past weekend the BSA had incredible success with the National Camp-In program, which received tens of thousands of views across the globe! Scouts, families and friends participated in a daylong program while learning and interacting with big names including NASA astronauts and a co-founder of Apple Inc. Patriots’ Path Council was also highlighted during the virtual 5K segment by Troop 1150 Scoutmaster Bob Brady while broadcasting live at an Eagle project with Troop 95 Sparta. Many Scouting families also set up their campsite either in their backyard or living room and kept many of the Scouting traditions alive. Great job everyone in active participation and living up to the true Scouting Spirit!

Frequently Asked Questions About Summer Camp
Will the rules change for camp this year? The CDC and the state health department have not issued guidelines or rules yet, but yes, things will certainly be managed more strictly to protect campers, leaders and staff. We will have to be licensed by the state to operate as well as pass an inspection. We have attended several webinars with the American Camping Association, the N.J. Camp Directors Association, the N.J. Department of Health as well as the Boy Scouts of America. All information was in depth but inconclusive; camps are phase two in the federal plan and the state’s plan so we will continue to prepare for camp while monitoring the latest developments. In the meantime, below are some answers (as of today) to frequently asked questions we have received from leaders and parents:
Will kids need to wear masks? CDC says they will not be required.
Will social distancing be required? Yes, class sizes will be limited and large camp-wide gatherings will most likely be limited.
Will school buses be one child per seat? We have not been advised as of yet.
Will it be one camper per tent? We anticipate two Scouts to a tent however we are awaiting official guidelines.
Will testing be required? Some states say yes, other states say no. We are leaning toward yes.
Will temperatures be taken? Upon check-in and on Wednesday (midweek).
Will there be a sanitizer team like the supermarkets have? Yes, we plan to have a dedicated cleaning team and have developed SOPs for sanitizing public spaces.
Will there be hand sanitizer stations? We have had them for 10 years.
Will they be identified better and will more be added? Yes.
What happens if there is an outbreak at camp? Based on the duration the Scouts stay in camp, it is unlikely an outbreak will occur with Scouts. Our concern is for our staff. Staff will wear masks and have specific policies to adhere to. We do have a communicable disease plan in place.
Will the medical form policy be adjusted to not require a health provider signature? No. However an E signature will be acceptable from a virtual doctor’s visit.
Will visitors be allowed in camp? At the present time the answer is no. Visitors will not be allowed in camp; Sunday check-in will be a scheduled drop-off and Saturday will be scheduled pick-up times.
Will the staff be tested? The staff will be tested prior to attending camp and will be quarantined on the camp property for the duration of the camping season. (Subject to state guidelines changing).
Will there be more Health Lodge staff? Our plan is to have more trained health care providers on staff. We plan to have at least one registered nurse or physician’s assistant on duty as well as our EMTs and paramedics.
Will the dining hall be practicing social distancing and what about food service? How will that be safe? Our present plan is to not utilize the dining hall for meals but to have some meals grab and go. Some meals will be delivered to the campsites in individual portion packages. Our food service staff is fully trained by Servsafe and we will employ a full-time Servsafe food protection manager to oversee the food service operation.
Will swimming be allowed? We are waiting on guidelines from the state as to the swimming restrictions.
How will shooting sports handle sharing eye protection, etc.? All equipment that is shared by participants will be sanitized by the staff after each use prior to the next person touching the equipment. We will add more safety equipment to accommodate sanitization.
In the next two weeks we anticipate having state guidelines and will share them.
It’s a very interesting time for everyone but our goal is and always has been to get our Scouts outdoors and safety is our No. 1 priority. We will not operate this summer if it is unsafe and we will do everything humanly possible to keep every Scout safe and healthy during their stay at camp.

Boy Scouts of America National “Camp-In” on Saturday, May 2nd

The Boy Scouts od America invites families with children of all ages to join in on the Scouting fun by participating in the National “Camp-In” on Saturday, May 2nd.

  • Camp Payments – Our “Early Bird” discount is a $50 discount (per week) for all Scouts who pay for camp in full by May 1, with an extension available to Webelos crossing over into the Scouts BSA, until June 1.  We base the timing for this on camps opening dates.
  • Camp Scholarships – Understanding these are difficult financial times for many, we have extended the deadline for Warren Wheeler Adventureship (camp scholarship) requests until May 1. Please access our application by clicking here: Adventureship Requests 
  • Camp Refunds – While our intention is to run our summer programs as scheduled, we understand there may be restrictions that Patriots’ Path Council is unable to control or a Scouting unit or family may have concerns about attending camp. Below are our intentions regarding refunds that are available:
    • Due to COVID-19, we have adjusted our refund policy to provide some flexibility and support to our Scout families during this time of uncertainty. If refunds are necessary, one may apply for a refund beginning June 1, and receive a 100% refund. The deadline to submit for a full refund is June 30. An online form for refunds will be developed and distributed shortly. After June 30, our standard refund policy will apply. Please access our standard refund policy by clicking here: Standard Policy
    • If our traditional camps are unable to open this summer, we will honor a full refund on all registrations. Scouts BSA troops will have the option to apply their 2020 site deposit towards 2021 or receive a full refund.
    • If summer camps operate this summer and a family is uncomfortable sending their Scout, we ask for a refund request in writing, either by mail or email between the dates noted above to receive a full refund. For a troop, we would need to know the troop number, week, and individual’s name that is canceling.

Internet and Online Safety Tips

Cyber Chip is an active program introduced by the Boy Scouts of America to help families and volunteers keep children safe while online.  Thanks to a strong partnership with Netsmartz®, videos and resources are available from grades one to 12!  Although Cyber Chips expire annually, now may be a great time to recharge given the increased use of technology right from your couch for both schoolwork and Scouting! For Scouts in grades nine through 12, now is a great time to also renew your contract for rules using the computer and mobile devices.  For more information on the Cyber Chip Program, please visit: https://www.scouting.org/training/youth-protection/cyber-chip/.

Videoconferencing is being utilized within most units and within our council to conduct meetings.  Please check out the guidelines from the National office: https://www.scouting.org/health-and-safety/safety-moments/digital-safety-and-online-scouting-activities/

Here are a few tips and rules to keep Scouting safe:

  • All virtual meetings must adhere to the latest youth protection and social media guidelines as outlined in the Guide to Safe Scouting including:
  • At no time should personal information be collected online. When required it should only be collected via communication from the confirmed parent/guardian of the youth.
  • Cub Scouting and Scouts BSA: Two over 21-year-old registered leaders where at least one leader must be a female for units with girls.
  • Venturing: Two over 21-year-old registered leaders where at least one leader must represent each gender represented in the crew.
  • All Scouts must obtain parental consent to attend a video meeting.
  • Eliminate risk by simply not recording meetings with youth.
  • Meeting invitations should never be posted on any social media and should only be distributed via the unit’s internal communication methods.
  • Allow meeting to start only after the host arrives and verifies adults fulfilling youth protection requirements are present
  • Scouts age 13 and above must work with a parent or guardian on internet safety rules.
  • Scouts age 13 and above can use their partial name to join a conference. Example: John S. Scouts under age 13 should use have a parent/guardian or adult delegate login with their name.

It has been an inspiration seeing our volunteers and Scouts work together to make sure Scouting continues despite the restrictions associated with the COVID-19 outbreak. The Patriots’ Path Council will continue to provide an update each Monday so that we are in regular communication with our Scouting family.

MARCH 30, 2020 UPDATE

Scouting Activities
For all Scouting activities, please continue to follow Governor Murphy’s order to stay at home, thus all Scouting related activities that are in person of any size or scope should cease.

Council Service Center and Scout Shops
The council service center and both our Cedar Knolls and Mountainside Scout shops will likely remain closed and unable to accommodate any visitors or staff through April 30.

Despite the service center and Scout shops being closed, volunteers and families can still utilize USPS, email and online methods to conduct Scouting business.

  • Our Scout shops are still processing orders and arranging for shipping. Please contact Steve Beirach at [email protected]
  • Our staff will be working from home, but all staff are still available to assist you via phone or email and through normal contact methods.
  • Charters, crossovers and new applications are still being processed. Please continue to send us paperwork so we can process your registration materials.
  • Summer resident and day camps are accepting applications through normal methods. Similarly, short-term camping reservations and changes will still be processed as usual.
  • Registrations for events and paperwork for advancement will still be accepted and processed.

Council Camps
All council camps are closed and all events at our camps are postponed until Monday, May 11. Your unit is welcome to reschedule, obtain a credit or request a refund on a reservation. Your unit also has the ability to make new reservations.

Summer Camp
Things are full steam ahead for our summer activities and we need both units and Scouts focusing on their summer adventures. Please continue to utilize usual registration methods for both your unit and individual registrations. Our rangers will continue to work on the many projects at our camps while getting ready for a great summer camp season.

The Patriots’ Path Council advancement page https://ppcbsa.org/committees/advancement/ contains the links to the Boy Scouts of America’s guidance on rank advancement during COVID-19 page, which is the official, temporary policies for advancement page provided by the BSA. This Q&A covers everything from Cub Scouts and tracking advancement remotely to the temporary procedures for Eagle Scout extensions. Additionally, the BSA has provided supplemental information on best videoconferencing practices and resources.

In spite of the challenges we are all facing, Scouting can be a great outlet for us during this difficult time. Let’s encourage families to work on rank advancement and other activities at home and for our units to meet remotely via online or conference call methods so that we can maintain our positive momentum.

Internet and Online Safety Tips
Cyber Chip is an active program introduced by the Boy Scouts of America to help families and volunteers keep children safe while online. Thanks to a strong partnership with Netsmartz®, videos and resources are available from grades one to 12! Although Cyber Chips expire annually, now may be a great time to recharge given the increased use of technology right from your couch for both schoolwork and Scouting! For Scouts in grades nine through 12, now is a great time to also renew your contract for rules using the computer and mobile devices. For more information on the Cyber Chip Program, please visit: https://www.scouting.org/training/youth-protection/cyber-chip/.

Here are a few tips and rules to keep Scouting safe:

  • All virtual meetings must adhere to the latest Youth Protection and Social Media guidelines as outlined in the Guide to Safe Scouting including:
    • At no time should personal information be collected online. When required it should only be collected via communication from a the confirmed parent/guardian of the youth.
    • Cub Scouting and Scouts BSA: Two over 21-year-old registered leaders where at least one leader must be a female for units with girls.
    • Venturing: Two over 21-year-old registered leaders where at least one leader must represent each gender represented in the crew.
  • All Scouts must obtain parental consent to attend a video meeting.
  • Eliminate risk by simply not recording meetings with youth.
  • Meeting invitations should never be posted on any social media and should only be distributed via the unit’s internal communication methods.
  • Allow meeting to start only after the host arrives and verifies adults fulfilling youth protection requirements are present.
  • Scouts 13 and above must work with a parent or guardian on internet safety rules.
  • Scouts 13 and above can use their partial name to join a conference. Example: John S. Scouts under 13 should use have a parent/guardian or adult delegate login with their name.

Cedar Knolls & Mountainside Scout Shops
Will be closed for walk in business through at least March 31st, however we will continue to accept orders via phone, email or online. Once an order is placed, we will arrange shipping.

Unit Meetings

Council Service Center
We will operate our council service center tomorrow, March 17, from 9 a.m. to 5 p.m. Beginning March 18 through at least March 31, the council service center will be closed and unable to accommodate visitors.
Despite the service center being closed, volunteers and families can still utilize USPS, email or online methods. In addition, an extra-large mailbox for daytime drop off will be located at the Cedar Knolls council service center.
• Many of our staff will be working from home, but all staff are still available to assist you via phone or email through normal contact methods.
• Charters are still being processed. Please continue to send us any missing information needed so we can process your unit’s charter.
• Summer resident and day camps are accepting applications through normal methods. Similarly, short-term camping reservations and changes will be processed as usual.
• Registrations for events and paperwork for advancement will be accepted and processed. Any information from the national office will be included in the Monday update.
Council or District Meetings, Fundraisers or Gatherings held at the Council Service Center or Offsite

Beginning March 18 through at least April 15, all group meetings, fundraisers or gatherings of any size will be postponed or moved to an online or conference-call format. The appropriate staff or volunteer will be in touch with you to share connectivity details.

Cedar Knolls and Mountainside Scout Shops
Will be closed for walk-in business until at least April 1; however, we will continue to accept orders via phone, email or online. Once an order is placed, we will provide a pick-up appointment or arrange for shipping.
For the safety of both our volunteers and staff, no exceptions will be made for walk-in business.

Council Camps
All council camps are closed and all events at our camps are postponed until Monday, May 11. Your unit is welcome to reschedule, obtain a credit or request a refund on a reservation, as well as have the ability to make new reservations.

Council and District Programs
All council and district programs are postponed until Monday, May 11. The appropriate volunteers and staff will be in touch with guidance on the rescheduling of these events.

Summer Camp
