Patriots’ Path Council Volunteers and Families:
We appreciate everyone’s continued support of and participation with Scouting as the volunteers and staff of Patriots’ Path Council work to create program opportunities to continue serving our Scouts during this challenging time. We have several important updates below that we feel are important to share. Happy New Year to all – looking forward to a great 2021.

NEW – Council Service Center and Scout Shop Hours:
Our council service center and two Scout shops remain key components to our continued operations, and we are proud of the precautions our staff and customers have taken to ensure a safe visit. For the foreseeable future, we will maintain the following regular hours of operations that include some minor changes for our Mountainside Scout Shop:

Unit Meetings:
Our Scouts have remained active during the fall, which has been an inspiration to see. As your unit makes plans for the winter months, we would like to remind everyone to follow the BSA’s “Restart Scouting Checklist” before meeting by clicking here: BSA Restart Checklist
As a reminder, units must consult with their chartered organization to ensure that their meeting plans are in compliance with any restrictions and guidelines of their organization and meeting place. If presented with a COVID-19 waiver, please contact Brenda Sonzogni at [email protected] before signing the form so it can be approved by Patriots’ Path Council.
Current meeting limitations are:
· Scouting units may continue to meet outdoors in groups of no more than 25 people. Units are required to follow all state and federal safeguarding guidelines, including washing hands, wearing masks, and respecting social distancing.
· Scouting units may continue to meet indoors. While we encourage our units to meet outdoors or virtually, for indoor meetings we are requiring our units to follow the state’s plan that restricts gatherings to 10 people, which would work for meetings of patrols and dens. Units are required to follow all state and federal safeguarding guidelines, including washing hands, wearing masks, and respecting social distancing.

Camping and Outdoor Program Opportunities:
Unplug for a weekend, get the family out of the house, and recharge at Winnebago Scout Reservation. Spend a weekend away, and explore the many activities at the camp, which continues to accept reservations for weekend family camping. Campsites and cabins will be assigned by the camp to ensure social distancing. Preferences for campsites and cabins will be honored when possible. Ready to discover the full range of Scouting activities available? Schedule your unit’s program at the Mt. Allamuchy Scout Reservation for a day trip to remember! With sessions like cooking, compass-work, knots, hiking, and biking, there’s programs to fit the interest of any group of any age! - Scouting units may continue to meet indoors. While we encourage our units to meet outdoors or virtually in September and October, for indoor meetings we are requiring our units to follow the state’s plan that restricts gatherings to 25 people or 25% of a building’s capacity – whichever is lower. Units are required to follow all state and federal safeguarding guidelines, including washing hands, wearing masks, and respecting social distancing.
- Member ID resets, which can be handled through the “Manage Member ID” tool in My.Scouting, or if that fails by calling us.
- Scoutbook questions that can be addressed by visiting https://discussions.scouting.org/categories, where the Scoutbook User Advisory Council can answer a wide range of questions about functionality and troubleshooting.
July 20, 2020 – UPDATE
- Cub Scout Day Camps have been going great at Camp Wheeler and are set to launch at Watchung Reservation. There are still a few spots left in our upcoming sessions, so please consider registering today at https://www.ppccubscoutcamps.org/
- PPC Outdoor Academy has been a great success with more than 1,200 Scouts BSA members taking one or more merit badges. PPC Outdoor Academy provides a full catalog of merit badges, with limited seats available for our final two sessions. You can still register your Scout at: https://www.ppcoutdooracademy.org/home
- Day programs are available during the weekday and weekend at Mt. Allamuchy Scout Reservation. Troops can participate in programs such as shooting sports, scoutcraft and backwoods engineering, as well as fishing and boating. Troop can also design their own program. Packs and dens can participate in various programs offered or design their own program. - Take a break from the long hours of sitting indoors at the computer and get outdoors this summer for family camping weekends at Winnebago Scout Reservation. Explore hiking trails around camp, spend an afternoon fishing, and make lifelong memories around the campfire. For less than $10 a person, the whole family can enjoy all the outdoors has to offer while following the New Jersey state guidelines of social distancing. - The New Jersey Health Department has not issued guidelines for overnight unit camping for youth camps. While we wish we could share better news with everyone, we all need to remain in compliance with New Jersey rules and regulations until further notice.
- Scouting units may meet outdoors in groups of no more than 250 people. Units are required to follow all s tate and federal safeguarding guidelines, including washing hands, wearing masks, and respecting social distancing.
- Scouting units may meet indoors. While we encourage our units to meet outdoors, for indoor meetings we are requiring our units to follow the state’s plan that restricts gatherings to 100 people or 25% of a building’s capacity – whichever is lower. Units are required to follow all state and federal safeguarding guidelines, including washing hands, wearing masks, and respecting social distancing. Units must consult with their chartered organization representative to ensure that their meeting plans are in compliance with any restrictions and guidelines of their chartered organization.
- Our Scout Shops reopened on June 22nd and are operating on summer hours as noted below. Customers will be limited to five (5) people at one time, so with continued cooperation and patience we do not anticipate having to move to an appointment system.
- Our staff team returned to the Cedar Knolls service center on June 22nd and like our Scout Shops, we do not anticipate having to move to an appointment system. Council and district meetings at the Cedar Knolls service center will resume in September.
- We are working with officials to potentially offer day access and limited family camping at Mt. Allamuchy Scout Reservation and Winnebago Scout Reservation after July 6th . Please stay tuned as we work on these opportunities for your unit and family.
- The New Jersey Health Department has not issued guidelines for overnight camping for youth camps. We did seek an interpretation from the health department for overnight camping and were reminded that “with the state’s current policy: All youth camps are prohibited from engaging in off-site activities, full-contact sports and providing resident or overnight camp activities.” While we wish we could share better news with everyone, we all need to remain in compliance with New Jersey rules and regulations until further notice. In summary, units are not permitted to camp overnight in the State of New Jersey until further notice.
- Cub Day Camps are being offered at Wheeler and Watchung Mountain beginning July 6th . There is still some room in our programs, so please consider registering today.
- PPC Outdoor Academy has been launched and nearly 1,000 Scouts have signed up for one or more merit badges. PPC Outdoor Academy provides a full catalog of merit badges to be offered throughout the summer at https://www.ppcoutdooracademy.org/home

Summer Camps
The Patriots’ Path Council continues to plan for our summer activities and we need both units and Scouts focusing on their summer adventures.
EARLY BIRD DEADLINE – Time is running out to take advantage of the Early Bird discount. Save $50 per week if you register and pay in full before midnight May 1st. Don’t wait, summer camp is just around the corner. Webelos crossing over into the Scouts BSA program have an extension available till June 1st. Boy Scouts of America National “Camp-In” on Saturday, May 2nd
The Boy Scouts od America invites families with children of all ages to join in on the Scouting fun by participating in the National “Camp-In” on Saturday, May 2nd.
The BSA National Camp-In, a day-long livestreaming event, now has a website where new information is being shared regularly. The schedule will include camping tips from adventure professionals, STEM session with co-founder of Apple Inc., interaction with a NASA astronaut and much more! Advancement
As a reminder, there has been new temporary policy changes for Advancement on April 13, 2020 specific to earlier ranks in Scouts BSA. The council service center and both our Cedar Knolls and Mountainside Scout shops as well as our camps will remain closed and unable to accommodate any visitors or staff until we receive procedures for opening. Once we do receive more information we will be sure to pass it along!!
Despite the service center and Scout shops being closed, volunteers and families can still utilize USPS, email and online methods to conduct Scouting business.

- Our staff will be working from home, but all staff are still available to assist you via phone or email and through normal contact methods.

Boy Scouts of America National “Camp-In” on Saturday, May 2nd
The Boy Scouts of America invites families with children of all ages to join in on the Scouting fun by participating in the National “Camp-In” on Saturday, May 2nd.
Whether in your backyard or in your living room – the National Camp-In will be fun-filled digital event that captures Scouting’s spirit of adventure, fun, service and community with a variety of exciting activities for all families so please plan to join us and invite your neighbors and friends to do so, as well.

A few specific items both units and families should know about:
- Camp Promotion – If your Pack or Troop would like a camp promotion or would like to have a Q&A via Zoom, please contact Bridget Capen at [email protected]
- Camp Payments – Our “Early Bird” discount is a $50 discount (per week) for all Scouts who pay for camp in full by May 1, with an extension available to Webelos crossing over into the Scouts BSA, until June 1. We base the timing for this on camps opening dates.
- Camp Scholarships – Understanding these are difficult financial times for many, we have extended the deadline for Warren Wheeler Adventureship (camp scholarship) requests until May 1. Please access our application by clicking here: Adventureship Requests
- Camp Refunds – While our intention is to run our summer programs as scheduled, we understand there may be restrictions that Patriots’ Path Council is unable to control or a Scouting unit or family may have concerns about attending camp. Below are our intentions regarding refunds that are available:
- Due to COVID-19, we have adjusted our refund policy to provide some flexibility and support to our Scout families during this time of uncertainty. If refunds are necessary, one may apply for a refund beginning June 1, and receive a 100% refund. The deadline to submit for a full refund is June 30. An online form for refunds will be developed and distributed shortly. After June 30, our standard refund policy will apply. Please access our standard refund policy by clicking here: Standard Policy
- If our traditional camps are unable to open this summer, we will honor a full refund on all registrations. Scouts BSA troops will have the option to apply their 2020 site deposit towards 2021 or receive a full refund.
- If summer camps operate this summer and a family is uncomfortable sending their Scout, we ask for a refund request in writing, either by mail or email between the dates noted above to receive a full refund. For a troop, we would need to know the troop number, week, and individual’s name that is canceling.
Hopefully, this will help your Scouts and their families come to the best decision for them regarding summer camp. We hope we’ll get to see you all this summer!

Internet and Online Safety Tips
Cyber Chip is an active program introduced by the Boy Scouts of America to help families and volunteers keep children safe while online. Thanks to a strong partnership with Netsmartz®, videos and resources are available from grades one to 12! Although Cyber Chips expire annually, now may be a great time to recharge given the increased use of technology right from your couch for both schoolwork and Scouting! For Scouts in grades nine through 12, now is a great time to also renew your contract for rules using the computer and mobile devices. Videoconferencing is being utilized within most units and within our council to conduct meetings. Please check out the guidelines from the National office: https://www.scouting.org/health-and-safety/safety-moments/digital-safety-and-online-scouting-activities/
Here are a few tips and rules to keep Scouting safe:
- All virtual meetings must adhere to the latest youth protection and social media guidelines as outlined in the Guide to Safe Scouting including:
- At no time should personal information be collected online. When required it should only be collected via communication from the confirmed parent/guardian of the youth.
- Cub Scouting and Scouts BSA: Two over 21-year-old registered leaders where at least one leader must be a female for units with girls.
- Venturing: Two over 21-year-old registered leaders where at least one leader must represent each gender represented in the crew.
- All Scouts must obtain parental consent to attend a video meeting.
- Eliminate risk by simply not recording meetings with youth.
- Meeting invitations should never be posted on any social media and should only be distributed via the unit’s internal communication methods.
- Allow meeting to start only after the host arrives and verifies adults fulfilling youth protection requirements are present
- Scouts age 13 and above must work with a parent or guardian on internet safety rules.
- Scouts age 13 and above can use their partial name to join a conference. Example: John S. Scouts under age 13 should use have a parent/guardian or adult delegate login with their name.

Council Camps
All council camps are closed and all events at our camps are postponed until Monday, May 11. Your unit is welcome to reschedule, obtain a credit or request a refund on a reservation. Your unit also has the ability to make new reservations.
Summer Camp
Things are full steam ahead for our summer activities and we need both units and Scouts focusing on their summer adventures. This Q&A covers everything from Cub Scouts and tracking advancement remotely to the temporary procedures for Eagle Scout extensions. Additionally, the BSA has provided supplemental information on best videoconferencing practices and resources.
In spite of the challenges we are all facing, Scouting can be a great outlet for us during this difficult time. Let’s encourage families to work on rank advancement and other activities at home and for our units to meet remotely via online or conference call methods so that we can maintain our positive momentum.
Internet and Online Safety Tips
Cyber Chip is an active program introduced by the Boy Scouts of America to help families and volunteers keep children safe while online. Thanks to a strong partnership with Netsmartz®, videos and resources are available from grades one to 12! Although Cyber Chips expire annually, now may be a great time to recharge given the increased use of technology right from your couch for both schoolwork and Scouting! For Scouts in grades nine through 12, now is a great time to also renew your contract for rules using the computer and mobile devices. Here are a few tips and rules to keep Scouting safe:
- All virtual meetings must adhere to the latest Youth Protection and Social Media guidelines as outlined in the Guide to Safe Scouting including:
- At no time should personal information be collected online. When required it should only be collected via communication from a the confirmed parent/guardian of the youth.
- Cub Scouting and Scouts BSA: Two over 21-year-old registered leaders where at least one leader must be a female for units with girls.
- Venturing: Two over 21-year-old registered leaders where at least one leader must represent each gender represented in the crew.
- All Scouts must obtain parental consent to attend a video meeting.
- Eliminate risk by simply not recording meetings with youth.
- Meeting invitations should never be posted on any social media and should only be distributed via the unit’s internal communication methods.
- Allow meeting to start only after the host arrives and verifies adults fulfilling youth protection requirements are present.
- Scouts 13 and above must work with a parent or guardian on internet safety rules.
- Scouts 13 and above can use their partial name to join a conference. Example: John S. Scouts under 13 should use have a parent/guardian or adult delegate login with their name.

For all Scouting activities, please follow Governor Murphy’s order to stay at home, thus all Scouting related activities that are in person of any size or scope, should cease. All Council, District and Unit activities should be postponed or moved to an online or conference call format.

Council Service Center
The Council Service Center will remain closed and unable to accommodate any visitors or staff through at least March 31st.
Despite the service center being closed, volunteers and families can still utilize USPS, email and online methods to conduct Scouting business. In the spirit of encouraging everyone to stay at home, we will no longer put out the large mailbox for daily drop-offs.
- Our staff will be working from home, but all staff are still available to assist you via phone or email and through normal contact methods.
- Charters, crossovers and new applications are still being processed. Please continue to send us any missing information needed so we can process your registration materials.
- Summer resident and day camps are accepting applications through normal methods. Similarly, short term camping reservations and changes will still be processed as usual.
- Registrations for events and paperwork for advancement will still be accepted and processed.
Cedar Knolls & Mountainside Scout Shops
Will be closed for walk in business through at least March 31st, however we will continue to accept orders via phone, email or online. Once an order is placed, we will arrange shipping.
Council Camps
All council camps are closed and all events at our camps are postponed until Monday, May 11th. Your unit is welcome to re-schedule, obtain a credit or request a refund on a reservation as well as the ability to make new reservations.

Unit Meetings

Council Service Center
We will operate our council service center tomorrow, March 17, from 9 a.m. to 5 p.m. Beginning March 18 through at least March 31, the council service center will be closed and unable to accommodate visitors.
Despite the service center being closed, volunteers and families can still utilize USPS, email or online methods. In addition, an extra-large mailbox for daytime drop off will be located at the Cedar Knolls council service center.
• Many of our staff will be working from home, but all staff are still available to assist you via phone or email through normal contact methods.
• Charters are still being processed. Please continue to send us any missing information needed so we can process your unit’s charter.
• Summer resident and day camps are accepting applications through normal methods. Similarly, short-term camping reservations and changes will be processed as usual.
• Registrations for events and paperwork for advancement will be accepted and processed. Any information from the national office will be included in the Monday update.
Council or District Meetings, Fundraisers or Gatherings held at the Council Service Center or Offsite
Beginning March 18 through at least April 15, all group meetings, fundraisers or gatherings of any size will be postponed or moved to an online or conference-call format. The appropriate staff or volunteer will be in touch with you to share connectivity details.
Cedar Knolls and Mountainside Scout Shops
Will be closed for walk-in business until at least April 1; however, we will continue to accept orders via phone, email or online. Once an order is placed, we will provide a pick-up appointment or arrange for shipping.
For the safety of both our volunteers and staff, no exceptions will be made for walk-in business.
